Since I have no idea what the control panel network icon does I can't help
with that.  However I just use a script file to call up my ISP and start
up netscape.  It involves the ppp on/off that you downloaded the info on
last nite.  My script that starts netscape is just;
"file, gonet"
'ppp on
 netscape
 ppp off'

I have Netscape export for downloading, it is a RPM file so easy to
install if you have Redhat.
