lynx-dev Make it "Bad HTML! Press `=' to see more info"

For each document parsed, keep bitmap with errors encountered when
processing this document.  When an error is detected, show the message

  Bad HTML!  Press `=' to see more info

Modify the page shown by '=' by adding the list of encoutered errors,
and the links to the sections of documentation about which of the
errors may be circumvented by which settings/actions.
