They're probably from people who have Outlook,
and have it (mis-)configured to use HTML, or worse,
MSWord formatting for their e-mail.  Their messages
get sent to ascii-mode systems as attachments.  

Actually, that may not be quite right as most of 
the attachments seem to be text files ... but I'm
getting a warning that says that the "message was
written in a supported character set" (or something
like that), so it could just be that there is a
header that should say "ISO-8859-1", that isn't.
