I think there's two reasons.  First, the average Pilot user isn't aware that you
can add third-party software to the Pilot.  Also, many users that ARE aware,
simply don't.  Second, those of us that do use third-party software are
typically corporate types and can generally afford the $5 registration fees so
see no need to pirate the software.
