I'd recommend reading the relevant chapter in the Zope Book. See
http://www.zope.org/Documentation/ZopeBook/Security.stx

Generally, the procedure is

1. Create a new role with the appropriate permissions
2. Go to folder you want to have them manage or access
3. Create a user folder there
4. Create a new user and assign them the role you created in step 1
